Memorandum of Understanding with
MacMurray College

I. Introduction

Illinois College, an institution of higher education accredited by the Higher Learning Commission (HLC), and MacMurray College, an institution of higher learning accredited by the Higher Learning Commission (HLC) have entered into this Memorandum of Understanding (MOU) as of the date of the last signature below.

MacMurray College will cease operations on a date yet to be announced.  The purpose of this MOU is to ensure the equitable treatment of students enrolled in programs at the Jacksonville, Illinois campus as well as students enrolled in online programs following the campus closure and to ensure a reasonable opportunity for such students to complete their program of study at Illinois College.

Illinois College has the necessary experience, resources and support services to provide an educational program that is of high quality, and to remain stable, carry out its mission and meet all of its obligations to its existing students.

Illinois College will offer MacMurray College students the opportunity to transfer to Illinois College based on the MacMurray College Academic Catalog and his/her MacMurray College Academic Transcript with open admission if considered by Illinois College to be in good academic and social standing.  Illinois College personnel will evaluate each student’s transcript against the articulation exhibit of this MOU and determine what courses must be taken to complete an equivalent degree, to be granted by Illinois College.

II. Agreement

A. Participation Eligibility
Any student actively enrolled at MacMurray College in the Spring 2020 semester (“Transferring Student”), shall be a beneficiary of this MOU by enrolling in a program agreed upon by MacMurray College and Illinois College to be alike or similar in nature to the degree program at MacMurray College and outlined in Exhibit A.

B. Illinois College Responsibilities

  1. Illinois College will admit students based upon their academic standing as it relates to the academic standing requirements of Illinois College.
  2. Illinois College will expedite the admissions process for MacMurray College students seeking transfer under the terms of this MOU.
  3. Illinois College will accept Transferring Students from all MacMurray College programs listed in the articulation guide attached to this MOU as Exhibit A and related MacMurray College credit hours will be transferred as detailed in Exhibit A. All MacMurray College program credit hours will be accepted on a course-by-course basis as set forth in Exhibit A.  Any course match not reflected in Exhibit A will be at the discretion of Illinois College to accept.
  4. Per HLC Assumed Practice B.1.b., to benefit students due to the closure of MacMurray College and because credits earned are substantially similar, Illinois College will waive its residence requirements (requirement that a certain number of credit hours must be earned at Illinois College to earn a degree from Illinois College) for MacMurray College students transferring with 75 or more credit hours towards graduation under the terms of this MOU.  Illinois College may apply its residency requirement to Students transferring less than 75 credit hours (See Exhibit A).
  5. Illinois College will designate a specific point of contact (identified below the signature of Illinois College) to assist MacMurray College students in answering questions regarding the specific terms of this MOU, including without limitation the additional charges described in Exhibit B.
  6. Illinois College will promptly provide MacMurray College and its students information including any and all fees charged in addition to tuition requirements agreed upon between MacMurray College and Illinois College.
  7. Illinois College will provide all Transferring Students with academic advising by full-time faculty and academic support staff.
  8. Illinois College will provide all Transferring Students financial aid counseling provided by financial aid staff. 
  9. Transferring Students will be eligible to lease available housing through Illinois College at rates outlined in Exhibit B.
  10. Transferring Students will be eligible for transfer grants and/or scholarships as outlined in Exhibit B.
  11. Illinois College will house and service the academic records of MacMurray College students who transfer to Illinois College pursuant to this agreement.


C. Transferring Student Admissions Process (See Exhibit C)

  1. Illinois College Application for Admission.  No application fee will be assessed for MacMurray College students transferring to Illinois College.
  2. MacMurray students will complete the Authorization for Release of Information form (online or in writing) 
  3. MacMurray College transcript
  4. Transcripts from all previously attended colleges and universities from which transfer credit may apply.  Unofficial transcripts may be used to initiate the admissions process with official transcripts required by the end of the first year or senior audit whichever comes first.
  5. MacMurray College will provide Illinois College with high school transcripts directly from the MacMurray College student file.
  6. A copy of the original TOEFL or IELTS Score (required for non-native speakers of English if transferring fewer than 24 credit hours) to be provided directly from the MacMurray College student file.

D. Limitations

  1. The terms of this MOU apply to Transferring Students who enroll and begin attendance at Illinois College before March 27, 2021.
  2. Transferring Students will be subject to satisfactory academic progress policies of Illinois College, upon matriculation at Illinois College.
  3. The terms of this MOU will terminate when all MacMurray College students accepted by Illinois College pursuant to this Agreement have graduated from Illinois College, have failed to be continuously enrolled at Illinois College, or four years from the date of this agreement, whichever comes first.

E. Financial Terms

  1. Financial responsibilities of Transferring Students, together with any additional charges which may be applicable are set forth in Exhibit B.

F. Joint Obligations

  1. Each party will be responsible for notifying its accrediting body or other entities, as necessary, of the existence and terms of this agreement.
  2. Both parties acknowledge and agree that this MOU will be made available to the public on Illinois College’s and MacMurray College’s websites.
  3. Illinois College will permanently house the records of MacMurray College students who officially enroll at Illinois College pursuant to this Agreement.  The records will arrive within 10 days of each student finalizing with the Illinois College billing office.

G. Term
The term of this MOU exists from the date of the last signature to this MOU through four years to ensure time for transfer and to protect all Transferring Students.  Notwithstanding the foregoing, a student must matriculate and continue full-time enrollment at Illinois College in order to remain eligible for the financial benefits outlined in Exhibit B.  After March 27, 2021, transfer requirements are at the sole discretion of the Illinois College.

H. Miscellaneous
Nothing contained herein shall imply any partnership, joint venture or agency relationship between the parties and neither party shall have the power to obligate or bind the other in any manner except to the extent herein provided.

This MOU may be amended only by a written agreement signed by both parties.  Notwithstanding the previous statement, MacMurray College reserves the right to amend its programs, policies, procedures, and such changes will be reflected in the MacMurray College Catalog.

This MOU may be executed in two or more counterparts, each of which will be deemed an original, but all of which taken together shall constitute one and the same instrument.  A facsimile or .PDF signature shall be deemed an original for purposes of evidencing execution of this MOU.

The signatories to this MOU represent and warrant that each has the right and authority to execute this MOU in their individual or representative capacity, as applicable.

Exhibit A

Teach-Out and Articulation Agreement 
Between MacMurray College and Illinois College

This agreement will enable MacMurray College students who were enrolled in the spring 2020 semester the opportunity to complete their undergraduate studies at Illinois College. Specifically, Illinois College will offer transfer options in supporting students for the following majors:

Accounting
Art
Biology
Business Administration
Chemistry
Criminal Justice
Elementary Education
Marketing
Nursing (RN-to-BSN completion, online only)
Philosophy, Political Science and Economics 
Psychology
Sport Management 

Illinois College will act as a Teach-Out receiving institution for MacMurray students who have earned 87 credit hours or more by May 31, 2020. Under this agreement:

Illinois College will accept all earned credit for 100-level courses and above (inclusive of those credits earned at MacMurray College and those credits awarded by MacMurray College) for students in good social and academic standing at both institutions. 

MacMurray College graduation requirements will be mapped to Illinois College offerings to ensure MacMurray College students graduate in a timely manner. Students who are within 33 credits of completing their degree will be eligible to earn their degree by completing the same requirements, to the extent possible, as they would have needed to complete their degree at MacMurray College, without being required to meet additional Illinois College requirements.  

Students will not be subject to the Illinois College residency requirement, as long as they complete all remaining coursework toward their degree at Illinois College.

Illinois College will offer the following special transfer accommodations to MacMurray College students who have earned 60 - 86 credit hours by the end of spring semester:

Illinois College will accept all earned credit for 100-level courses and above (inclusive of those credits earned at MacMurray College and those credits awarded by MacMurray College) for students in good social and academic standing at both institutions. 

Students who have earned at least sixty credits hours toward their degree will be eligible to earn their degree by completing general education requirements equivalent to MacMurray College’s and completing the Illinois College requirements for their major.  This includes waiver of the Convocation requirement.

Students who have earned at least 75 credit hours will not be subject to the Illinois College residency requirement, as long as they complete all remaining coursework toward their degree at Illinois College.

MacMurray students who have earned 12 - 59 credit hours by the end of spring semester will be treated as regular transfer students from an academic perspective but have special scholarship opportunities available to them:  

Receive credit for all 100-level course or higher with grades of “C-” or better for students in good social and academic standing at both institutions.

The obligations pursuant to this Agreement for a teach‐out shall terminate when all MacMurray College students accepted by Illinois College pursuant to this Agreement have graduated from Illinois College, have failed to be continuously enrolled at Illinois College, or four years from the date of this agreement, whichever comes first. Furthermore, the provisions of this agreement will pertain only to MacMurray College students who enroll at Illinois College within one calendar year of MacMurray College’s announcement to close. 

Exhibit B

Financial Terms and Additional Charges
Between MacMurray College and Illinois College

Tuition, Fees, and Expenses for full-time on-campus students
  1. Tuition for all MacMurray College students transferring to Illinois College for full-time on-campus enrollment will be $34,070 for the 2020-2021 academic year. Tuition at Illinois College includes textbooks. 
  2. Fees for the 2020-2021 academic year total $550 for full-time students. This is inclusive of the technology fee ($300) and student activity fee ($250). 
  3. The standard housing rate, which includes double occupancy of all residence halls, is $4,988 for the 2020-2021 academic year. The standard food rate is $4,386 for the academic year. 
Scholarship and Grants
  1. For transfer students who have completed at least 12 credit hours by the end of spring semester, Illinois College will match MacMurray College’s institutional aid offer for all students enrolled at MacMurray College during the spring 2020 semester who enroll full-time on-campus at Illinois College. 
  2. Students should add Illinois College to their FAFSA. Illinois College will work with students to determine Federal and State financial aid eligibility. 
  3. Institutional scholarships and grants will be renewable for students maintaining Satisfactory Academic Progress and good standing. 
  4. Tuition, fees, food and housing will be charged at Illinois Colleges normal rates and may increase in future years. 
  5. Additional financial accommodations may be available for students who have earned 87 credit hours or more and who are participating in the Teach-Out Articulation Agreement to ensure their out-of-pocket is reasonably in-line with anticipated costs to finish a degree at MacMurray College. 
Exchange of Information

 

MacMurray College will provide Illinois College the 2019-2020 financial aid notification for all MacMurray College students who complete the Authorization for Release of Information form in order for Illinois College to execute this financial agreement.  

In an effort to support students admitted to MacMurray College but not yet matriculated may transfer their application for admission to Illinois College by submitting the Application Transfer Form. Upon receipt of this form MaMurray College agrees to transfer all information and application materials to Illinois College. Illinois College will review admission materials submitted to MacMurray College.  Illinois College’s standard admission criteria and financial aid matrix for first-year students will be used for admitting and packaging these students. This provision also applies to MacMurray College students who have earned less than 12 credit hours by May 31, 2020. 

Exhibit C

Transfer Admission Process
Between MacMurray College and Illinois College

Illinois College will accept students who are in good social and academic standing at both MacMurray College and Illinois College. 

In order to make the process as easy as possible for MacMurray College students transferring to Illinois College through either a teach-out articulation or as a transfer student, Illinois College offers the following revisions to its admission process for MacMurray College students who have earned at least 12 credit hours by May 31, 2020:

  1. No application for admission: MacMurray College students interested in attending Illinois College will complete the Authorization for Release of Information form (online or in writing) allowing MacMurray College to release the following information directly to Illinois College:
    1. MacMurray College academic records including an official MacMurray College transcript and a list of coursework in progress. 
    2. All high school and transfer college transcripts. 
    3. 2019-2020 student financial aid offer from MacMurray College. 
  2. Waive the enrollment deposit: Upon their decision to enroll, Illinois College will waive our standard $200 enrollment deposit and accept instead a signed Commitment Form. Upon completion of this form, MacMurray College will release the student’s official high school transcript to Illinois College. 
  3. Supporting prospective students: In an effort to support students admitted to MacMurray College but not yet matriculated may transfer their application for admission to Illinois College by submitting the Application Transfer Form. Upon receipt of this form MaMurray College agrees to transfer all information and application materials to Illinois College. Illinois College will review admission materials submitted to MacMurray College.  Illinois College’s standard admission criteria and financial aid matrix for first-year students will be used for admitting and packaging these students. This provision also applies to MacMurray College students who have earned less than 12 credit hours by May 31, 2020.
